Executive Summary
Oregon Bridge Delivery Partners (OBDP), a joint venture of Fluor and HDR Engineering, Inc., was awarded an eight-year contract by the Highway Division of the Oregon Department of Transportation (ODOT) to accelerate the completion and manage the quality of bridge rehabilitation projects.
The work was funded by the $2.46 billion Oregon Transportation Investment Act (OTIA III) State Bridge Delivery (SDB) Program.
The Oregon Bridge Delivery Program was completed on schedule and under budget. The program won more than 70 international, national and regional awards.
Client's Challenge
OBDP was allocated $1.3 billion to inspect, repair or replace 365 aging state highway bridges (later reduced to 271 bridges after inspections) throughout the state. Funding also included $203 million for program management of the contract. An additional $507 million in alternative funding was added for work on county and city bridges, local road maintenance and paving and new lanes and interchanges to increase capacity on Oregon's highways.
The long-term objectives of the bridge delivery program included adding new capacity to Oregon's highway system and removing bottlenecks that delayed freight transportation statewide.
Fluor's Solution
We provided program management, design, construction engineering inspection services and project controls for both the program management office and the individual projects.
We supported ODOT by determining the best contract delivery methods for planned work (e.g., design-build or design-bid-build) and managing the quality assurance process for both types of projects.
ODBP performance was measured monthly based on achieving five Context Sensitive and Sustainable Solutions:
Stimulation of the economy
Efficient and cost-effective delivery practices
Traffic mobility
Project sensitivity to communities and landscape
Capitalization on funding opportunities
Monthly performance reports were published online.

Conclusion
The statewide bridge delivery program met ODOT objectives.
This complex, long-duration mega-program ended on schedule, under budget, with more than 70 awards and an outstanding client relationship.
