Executive Summary


Fluor was awarded a contract by a division of Marathon Petroleum to execute the engineering, procurement and construction management scope for a major reconfiguration at Marathon's Galveston Bay and Texas City, Texas refineries. We had previously executed the initial studies and early engineering for these projects.

Client's Challenge


The reconfiguration allowed the two refineries to achieve updated U.S. Environmental Protection Agency Tier 3 gasoline sulfur standards to provide cleaner fuel to U.S. markets.

The scope of work included a new selective hydrogenation unit, a new naphtha desulfurization unit and upgrades to the existing naphtha desulfurization unit and the fluid catalytic cracker. The project also included the modernization of the utilities and offsites to continue to integration of the former Texas City refinery into the adjacent Galveston Bay refinery.

Fluor's Solution


At the time of the project, we were providing sustaining capital services at five Marathon sites across the United States, and had supported the Texas City and Galveston Bay operations since 2013.

Engineering for the refinery reconfiguration was performed out of our offices in Houston, Texas, and Manila and Cebu, Philippines.

In parallel, we also performed the front-end engineering and design work for Marathon's South Texas Asset Repositioning (STAR) program at the Galveston Bay refinery.

Conclusion


Fluor performed the engineering, procurement and construction management scope for this major reconfiguration at Marathon's Galveston Bay and Texas City, Texas refineries.

Construction was completed in 2023.
